Report on soil remediation values for PFOS and PFOA: Proposal for soil remediation values for PFOS and
PFOA
This document discusses the proposals for soil remedation values (SRV) for perfluorooctane
sulfonic acid (PFOS) and perfluorooctanoic acid (PFOA). The corresponding substance data
sheets can be found below.
These substances were added in the Flemish/Brussels version of S-Risk in version 1.3.1.
Adjusted proposal for soil remediation values for PFOS en PFOA: Bindend normenkader voor PFOS en PFOA
The provisional soil remediation standards for PFOS and PFOA, which entered into force in April 2022 and are currently applicable are found here. This document contains the current substance data sheets (also available below) based on the tolerable daily intake (TDI) of 20 ng/kg bw.d (US-EPA 2016).
At the end of 2020, the EFSA (European Food Safety Authority) published the tolerable weekly intake (TWI) of 4.4 ng/kg bw.d (or the tolerable daily intake (TDI) of 0.63 ng/kg bw.d) for the sum of 4 PFAS (PFOS, PFOA, PFNA and PFHxS). On 6 October 2022, VITO submitted an amended framework of standards for soil remediation and earthmoving to the Flemish Government. The document ‘Bindend Normenkader voor PFOS en PFOA’ (only available in Dutch) discusses the adjustment of the proposed soil remediation values for PFOS and PFOA based on the findings of the EFSA (2020) report. On 16 December 2022, the Government of Flanders approved at first reading the temporary action framework for the use of PFAS-containing soil materials in the context of earthmoving.
Pending final approval, adapted substance data sheets ('PFOS EFSA 2020' and 'PFOA EFSA 2020') were already provided in the Flemish/Brussels S-Risk version for PFOS and PFOA based on the proposed amendments. Since January 2023, new legal limits for food are available. These are also included in the substance data sheets. The corresponding substance data sheets can be found below.
During the transition period, soil remediation experts can already perform calculations for these new substances PFOS EFSA 2020 and PFOA EFSA 2020.
As soon as the temporary action framework is 'final', the current perfluorooctane sulphonic acid (PFOS) and perfluorooctanoic acid (PFOA) substance data sheets will be removed from S-Risk.
